EDITORIAL - Abuse and discrimination
The killing of a Taiwanese fisherman by Philippine Coast Guard personnel has opened Filipinos working in Taiwan to abuses and discrimination. As in Hong Kong, where signs in some buildings used to warn that elevators and other areas were off-limits to “dogs and Filipinos,†the reactions give the impression that abusive Taiwanese behavior arose from latent racism, with the shooting incident merely providing the spark for its free expression.
Some of the reactions to the killing, as manifested by both Taiwanese officials and civilians, are clearly politically driven. But blaming all Filipinos, including workers in Taiwan’s employ, for the unfortunate incident betrays a low opinion of the Philippines and its people. The abuses currently suffered by Filipinos in Taiwan should provide additional impetus for Manila to create jobs right here in the Philippines that are attractive enough to bring home the country’s overseas workers, who are always vulnerable to discrimination and abuse.
The Philippine government has apologized for the shooting incident. An investigation is underway to determine if the Coast Guard personnel violated rules of engagement in opening fire on the Taiwanese fishing vessel that entered Philippine waters in Northern Luzon.
While the results of this investigation are awaited, the government should ensure that Filipinos working in Taiwan will get sufficient assistance, not only to deal with the insults and abuses but also, for those interested, to seek employment elsewhere or return home.
Even as Manila abides by a one-China policy, recognizing Taiwan as a province of the mainland, the Philippines and Taiwan have robust economic, cultural and other ties. The fatal shooting incident is regrettable. More than the shooting, however, what will inflict more damage to long-standing friendly ties is the abuse currently heaped on Filipinos in Taiwan, including being barred from markets and restaurants. Before anyone dies from starvation, the Philippine government should help the workers find employment in a less hostile environment.
